Introduction

Administered by the Ministry of Manpower (MOM) in Singapore, the Certificate of Employment Intermediaries (CEI) is a mandatory certification for individuals and entities which is designed to provide employment agency (EA) personnel with a comprehensive understanding of employment laws and regulations.

The CEI requirement is mandatory for employment agencies holding any of the following licenses:

  • Comprehensive Licence (All)
  • Comprehensive Licence (Local)
  • Comprehensive Licence (non-MDW)

There are two categories of the CEI Exam:

  • CEI (KAH) for Key Appointment Holders (KAH) and other personnel.
  • CEI (Basic) for other EA personnel involved in EA work.
Key Appointment Holders (KAH) are individuals within the employment agency who are responsible for the overall control and management of EA operations. EA personnel encompass individuals engaged by the employment agency on a permanent, temporary, or contractual basis, including Key Appointment Holders.

There are 6 variations of the CEI Exam available:

  • CEI (KAH)
  • CEI (KAH) - non-MDW (previously known as CEI (KAH) - non-FDW)
  • CEI (KAH) - without EFMA
  • CEI (Basic)
  • CEI (Basic) - non-MDW (previously known as CEI (BASIC) - non-FDW)
  • CEI (Basic) - without EFMA
